The FA National Youth Council (FANYC) is a team of 16 young volunteers under the age of 25 holding various roles across the game, committed to working towards the vision for all young people to have meaningful and inclusive opportunities to develop themselves and positively impact the football community.
My name is Joel Moore and I am extremely honoured to be the Chairperson of the FANYC for the 2025/26 season as we enter the 14th season of the team. We believe that young people are not just the leaders of tomorrow but possess the skills and energy to be leaders today. The team this season hold roles in football across coaching, officiating, in Professional clubs, across media and in government. With such a wide array of experience and drive to make football better for young people, I am extremely excited to see what we will achieve!

The FANYC is split into 3 different sub teams. The Community Engagement Team work to establish youth voice through the network of County FAs, Clubs & Leagues across the country. The Insight, Inclusions & Communications team aid in the facilitation of FANYC opportunities and lead on ensuring our voice is heard through football. The Learning & Development team plan and deliver programmes and opportunities in the youth leadership ecosystem and support young volunteers already engaged within the game.

The work towards our vision will be supported by 3 main objectives show above. Increasing the representation of U25s across the game is a key aim this season for the team as we look to increase the amount of U25s in leadership roles in the game. 80% of football in England is played by U25s, over 50% is officiated by U25s but just under 5% is led by U25s in roles in club and league committees or in the boardroom. Football is being created by over 25s for U25s; we want to make sure young people are being represented in the spaces that are making decisions on the game. Our work in County FAs will continue as we look to embed youth voice in the game regionally and we will continue to share the stories of young people who are leading the way in positively changing football in their community.
The programmes we deliver like the FA Regional Youth Network, the FA Leadership Academy and the Youth Mentoring Programme will be vital in ensuring that young people feel able to go out and make an impact in their footballing community through a voluntary or professional role.
Ensuring we embed equality, diversity & inclusion within the youth leadership ecosystem is crucial to guaranteeing that football is a place for all young people to belong and find their place. We want young people to feel able to flourish in leading roles in our game and we have a key role in allowing that to happen.
