Blue card issued to Goalkeeper during the procedure to take a penalty kick

Please can you advise on the following 'real game' scenario:  A penalty was awarded to Team A due to a LAW 12 - C9 DOGSO offence. 

During the procedure to take the penalty kick, Team B's goalkeeper advances from his goal line and 'heckles' and 'mildly abuses' the clearly identified penalty taker of Team A.

Please can you advise on the correct action that the referee must take and the related consequences?  

i.e. if a Blue Card was issued, must the goalkeeper be replaced prior to the penalty kick being taken?

    At the award of the penalty for the C9 Dogso offence, the player who committed the offence is shown a blue card.

    Before the penalty is taken the goalkeeper mildly abuses and heckles the kicker. In doing so the goalkeeper has walked towards the penalty taker but remains a couple of metres away. The goalkeeper uses some expletives during his vocals towards the penalty taker, but in the opinion of the referee it was more jocular than threatening.

    The referee can respond in a number of ways.

    • They can reprimand/warn the goalkeeper about their behaviour and allow them to continue to play
    • They can identify the heckling and mild abuse as being unsporting behaviour and issue the goalkeeper a blue card who then leaves the field of play prior to the penalty kick being taken
    • They can identify the goalkeeper as delaying the restart and issue a blue card to the goalkeeper who then leaves the field of play prior to the penalty kick being taken
    • They may deem the words used as being abusive, insulting or offensive and issue the goalkeeper with a red card. (The consideration here is could the words used be deemed as being abusive, insulting or offensive towards anyone present. IFAB states  Any language and/or actions that are offensive, discriminatory, insulting or abusive must be dealt with strongly by the referee.

    This is a situation that the referee needs to manage with great care taking into account the temperature of the match and the manner in which the words were said and received.

    If the goalkeeper is issued a blue or red card, they must be removed from play prior to the penalty kick.
