Blue card issued to Goalkeeper during the procedure to take a penalty kick

Please can you advise on the following 'real game' scenario:  A penalty was awarded to Team A due to a LAW 12 - C9 DOGSO offence. 

During the procedure to take the penalty kick, Team B's goalkeeper advances from his goal line and 'heckles' and 'mildly abuses' the clearly identified penalty taker of Team A.

Please can you advise on the correct action that the referee must take and the related consequences?  

i.e. if a Blue Card was issued, must the goalkeeper be replaced prior to the penalty kick being taken?

    Team B's goalkeeper approached Team A's identified penalty taker, halting approximately 2 metres away from said penalty taker, and shouted "you're useless, you'll never score past me"..... "you are a joke". this included a number of expletives.

    In my opinion, it was rather jocular and not threatening.

    However, was Team B's goalkeeper exhibiting 'unsporting behaviour' and 'delaying the restart of play?

    Also, was this an example of 'using offensive, insulting or abusive language'? 

    Does the above warrant the issuing of a Blue Card?

    And if so, what are the ramifications?

    Your advice would be appreciated.
