Hi Ali, thank you for your query. Please see below response from the FA Intermediary Referee Development Panel:
As per Law 10, “a goal is scored when the whole of the ball passes over the goal line, between the goalposts and under the crossbar, provided that no offence has been committed by the team scoring the goal.”
Subsequently the goal would be disallowed as the attacking player has entered the penalty area. The restart is a goal clearance.
Momentum is not a factor when making decisions in this matter.
