Goal Area and who it belongs to?

We need an urgent clarification regarding the approach to offences involving the line that marks the boundary of the goal area. On another social media site we have two conflicting versions of what should happen. Both allegedlly coming from FA Sources.  I sought clarification regarding the issue with our county FA and after lengthy discussions it was decreed that the line belongs to the goal area so therefore outfield players were not allowed to play balls that were touching the line as they were deemed to be inside the goal area and also outfield players were not allowed to deliberately stand on the line marking the goal area as they are deemed to be inside the area. A separate FA source is now stating that the line marking the goal area is neutral so any ball on the line is in play for both the keeper and outfield players and there is no offence connected to standing on the line. PLEASE can we have urgent clarification on this matter.
