Goal Area and who it belongs to?

We need an urgent clarification regarding the approach to offences involving the line that marks the boundary of the goal area. On another social media site we have two conflicting versions of what should happen. Both allegedlly coming from FA Sources.  I sought clarification regarding the issue with our county FA and after lengthy discussions it was decreed that the line belongs to the goal area so therefore outfield players were not allowed to play balls that were touching the line as they were deemed to be inside the goal area and also outfield players were not allowed to deliberately stand on the line marking the goal area as they are deemed to be inside the area. A separate FA source is now stating that the line marking the goal area is neutral so any ball on the line is in play for both the keeper and outfield players and there is no offence connected to standing on the line. PLEASE can we have urgent clarification on this matter.

    As you already know, I have previously received advise from the FA that the goal area line is deemed to be part of the goal area and belongs to the keeper, so outfield players cannot stand on the line or touch a ball which is touching the line.  The international football laws clearly state that any line belongs to the area it is demarking - hence the sidelines and goal lines in football are marking the extent of the pitch, so belong to the pitch!

    Am I right in thinking that in full-sided football the penalty area line is deemed to be within the penalty area?

  • Yes. We both had similar information provided to us.

    It unfortunately now seems that information contrary to this has been provided by referees providing a WF Referees course. I am trying to ascertain who delivered the course and where they sourced the training materials from. This needs official clarification from the FA very urgently. I am delivering a referees workshop to the Isle of Man FA on Sunday and my message will be the line is the area unless I hear contrary from the FA.
