Exercises to get heads up and make better dribble v pass decisions

I'm coaching a boys U9s team. At least three of the players have a "head down and dribble until run into traffic” approach.

I don't want to force them to pass if there isn't a good passing option open and they've got space to run into. But what's are some good exercises to get them looking around and making smarter decisions as to whether to dribble or pass? And, when dribbling, keeping their heads up and looking for passing options before they run into a wall of four defenders and lose the ball.

    Im by no means an expert. 
    I coach a low level u10s team and still have a couple like this - some will get it quicker than others. 

    My thinking:
    1. they have to be confident on the ball in order  to be able to get their head up, so keep aiming for alot of time on the ball
    2. matches with wide targets
    eg
    - 3 v 3 matches with 4 goals. 2 in wide positions and ask questions like "can you trick the defending by pretending to score in one goal, but then changing'  or  'if there is a defender blocking goal X, what can we do?' 

    - set 2 wide gates at half way line and challenge them 'if you can go through a / both gates and score, you get 5 goals

    Yeah, good point, if they're not confident on the ball they won't get their heads up.
